56th World Congress of Chess Composition
Batumi, Georgia
21.-28. September, 2013

Highlights and Decisions

27 member countries were present.

President Harry Fougiaxis (Greece), secretary Günter Büsing (Germany).

WCCT: The results of the 9th WCCT were confirmed final. The director will prepare by November 2013 a PDF file that will include diagrams and solutions of the entries ranked lower than the 20th place. A new section for retros will be introduced in the next WCCT. In calculating the total score of a country, only the scores of maximum 7 out of the 8 sections (those where each country performed better) will be taken into account.

WCCI: The results of the 2010-12 WCCI were confirmed final.

FIDE Album 2007-09: Work by the editor Peter Gvozdják has already started. The current layout of the theme-indexes will be kept: there will be short thematic descriptions together with the solutions, structured theme-indexes after each section with less unimportant details and at the end a list of theme definitions. Only English will be used. The editor will contact the indexers by November 2013.

FIDE Album 2010-12: All directors have sent the material to the judges and have informed them which compositions qualify from the WCCI.

The originals published in the October 2012 and December 2012 issues of Die Schwalbe, which appeared in February-March 2013, are allowed to participate in the 2010-12 album. Furthermore, compositions published in a source dated 2012 are allowed to participate in the 2010-12 album even if this source appeared later than on December 31st 2012 (but no later than the submission deadline of June 1st 2013).

It was decided that a composer is allowed to submit a joint composition to the album, even if his co-author(s) does not agree.

Composers who do not wish their album points to be shown in public and are against titles must inform in written the qualifications committee. The QC will continue calculating their points in the spreadsheet, yet the relevant data will be hidden.

In view of the increasing number of countries asking for titles to be awarded posthumously, the qualifications committee will check the spreadsheet with the album points and report next year the names of deceased composers who had fulfilled the requirements of IM and GM titles but were not awarded with the titles in the past.
